Welsh Government have not yet provided the ICF guidance for the capital funding and or confirmed the amount of funding, though have indicated it is likely to be in the region of £5m this year.
Indications are that a proportion of the funding will be a discretionary fund for smaller schemes such as specialised aids, adaptations and equipment and remodelling of existing provision.
A larger proportion of the funding will be the main capital programme for more strategic schemes.
Work is currently ongoing to start to develop a strategic programme for capital schemes to support health, housing and social care issues in Western Bay.
Welsh Government has confirmed that there will be a 3 year programme 2018-19 / 2019-20 / 2020-21 for ICF capital funding which will include development of an ICF Capital Investment Plan which sets out and prioritises the strategic priorities for ICF capital during that period. It has therefore been agreed that a proportion of the ICF capital funding will be held back in 2018/19 to support this strategic programme.
ICF must be utilised to support schemes and activities that provide an effective integrated and collaborative approach in relation to the following regional partnership board regional priority areas, as outlined in the Western Bay Area Plan:
- older people with complex needs and long term conditions, including dementia;
- people with learning disabilities and/or mental health issues;
- children with complex needs due to disability or illness;
- carers, including young carers.
